3. Decide on the placement of the rulers and frames. Measure and mark the position of the holes on the frames 1/2" from the sides and 1/8" from the tops and bottoms. Then drill or punch the following holes: in the first and second frames, punch two holes in the top and two in the bottom; in the third frame, punch two holes in the top and one hole in the center bottom.
