Halloween Treat Bags Use premade bags as a pattern to cut your own from cardstock or patterned paper. Trim the top of the bags with decorative-edge scissors. For the green bag, add patterned paper to the front. Wrap ribbon and decorative tape around the top and include a metal sign. Finish with a rub-on sentiment.
